Disputing Sikh extremism

The article below is a response to the growing [mis]representation of Sikhs in Canada.  It’s an interesting article – let us know what you think.

As a Sikh Canadian, who was born in a Toronto suburb, roots for the Leafs, did law at the University of Ottawa, and works for a human rights organization, I’m astounded to hear claims from politicians that so-called “Sikh extremism” in on the rise.

If that’s the case, there’s no word of it among the more than 400,000 members of the Canadian Sikh community. The only thing we see on the rise is racism fuelled by these reckless comments.

As someone who wears the garb of his faith, I can tell you that the backlash we’re feeling is beginning to look like state-sanctioned vilification of Sikhs.

The evidence justifying this hate campaign is minimal. Most cite an offensive Facebook page attacking Vancouver MP Ujjal Dosanjh. I share his outrage and can understand his fear. Everyone knows Dosanjh’s personal history includes being beaten by thugs, and I sympathize with how that experience must have shaped his life.

But that doesn’t give him the right to turn Sikhs into the bogeyman. Or whip up hatred for a visible minority.

The other piece of Canadian evidence comes from 2007: a float in the Surrey, B.C. Vaisakhi parade displayed a picture of Talwinder Singh Parmar, who died in Indian police custody in 1992 and is widely believed to be one of the masterminds of the Air India bombing. What most people don’t know is that Parmar’s handful of supporters call him a martyr because they believe he is wrongly accused in the Air India tragedy. Some people, particularly of past generations, can’t believe anyone connected with the faith could be involved in a mass murder.

That makes them naive, not radical.

Perhaps the most persuasive piece of “evidence” comes from Indian Prime Minister Manmohan Singh who has been telling news media that Sikh extremism is on the rise for more than three years — although he offers little in the way of proof.

But his allegation is an effective tool for quashing legitimate discussion of India’s human rights abuses, which is the real purpose of India’s claim that the Sikh diaspora is harbouring “extremists,” particularly in England and Canada.

Both countries are known as champions of free speech and civil rights, which means human rights groups like the one I work for, the World Sikh Organization of Canada, can and do highlight abuses in foreign countries. That’s a problem for India as it seeks to rehabilitate its reputation and establish more trade in the West.

While India is a democracy — citizens vote — it lacks some critical liberal democratic values. The justice system is notoriously corrupt, there are few protections for minority groups, and the ruling government is just as likely to enforce its will with guns as parliamentary debate.

As Amnesty International’s 2010 report on human rights abuses details, Indian security forces continue to terrorize their own citizens. The report also notes India’s reluctance to prosecute those behind the 1984 massacre of more than 3,000 Sikhs that followed the assassination of then Prime Minister Indira Gandhi.

Canada has long been a leader in encouraging less developed countries to treat their citizens justly because oppressive regimes are ultimately unstable. That’s dangerous internationally and bad business for a trading nation like Canada.

So it’s shocking to hear Canadian politicians trying to erode our own free speech guarantees by labeling discussion as “extremism.”

Recently Dosanjh took a distinctly Indian point of view when he told the Toronto Sun that disagreeing with the authorities is a sign of a radical.

“(Extremism) is much more entrenched, much more sophisticated (than it was in 1985),” Dosanjh said, after the release of the Major Commission report on the Air India tragedy. “It is much more moderate in appearance than you might otherwise see. People run peaceful campaigns and behind the peaceful campaigns is the evil design to hurt other people and to dismember other countries.”

That’s an interesting view for a member of the Opposition to hold. Are we to assume that when the federal Liberal caucus campaigns against the Tory government they’re harbouring the urge to attack them with baseball bats?

We can trust they won’t because that’s not how we do it in Canada.

That the Sikh community has been linked to the Air India tragedy which took 331 innocent lives is a shame and sorrow the community will always bear.

But it’s also worth remembering that the Major Commission found that in the 1980s Canadian Sikhs informed the RCMP of terrorist activities — and were ignored.

Today, more than a generation later, even more Sikhs are Canadian-born and the community is fully integrated. To claim, “Sikh extremism is on the rise” without evidence is akin to linking Gilles Duceppe and the Bloc Québécois to 1970s FLQ terrorists.

To be blunt: Sikhs are a tight-knit community, if one of us was fomenting terrorism someone would have heard by now, and reported it.

But all we hear are accusations. And the warning to keep quiet about human rights abuses in India lest we be labeled “extremists.”

I plan to ignore that intimidation tactic. There is a long, proud tradition in Canada of encouraging foreign states to improve their human rights practices.

My organization will continue to stand up for Sikhs in oppressive states, just as we will continue speaking up for our fellow Canadians when their right to don a kilt or a hijab or build a succah hut is denied.

Despite what foreign politicians are saying, there is no evidence of Sikh extremism and Canadian Sikhs are much like the rest of the country: We don’t believe in violence (except at hockey games).

    Being a British Sikh, I have little knowledge of the evolution of the Canadian Sikh sangat, however it seems to me a good thing that the community is critiqing itself (in the form of Ujjal Dosanjh). Is this not a sign of strong community?

    It could a classic Hegelian Dielectric, the subsequent evolution of of Canadian Sikhi could teach the rest of the diaspora Sikhs the way ahead.

    If someone's following Ujjal Dosanjh's related facebook pages would see how agents, Indian govt's or others', are actually showing up with their not so intelligent clandestine tactics.

    This line is classic and is often repeated by muslims as well…. "muslims can't murder innocent people" is their common retort. I am sure you realize that this line of reasoning just doesn't cut it anymore.

    @ Observer: Teach that to your pet organizations RSS, Bajrang Dal, Shiv Sena etc. Their terrorist activitties, now proved, is synonymous with social work to Hindus giving a reply to your above analogy. Here's a phrase for you to look out – "Pot calling the kettle black"! Observer, I wonder you are observing the rampan Hindu terrorism, with full proof, existing and becoming bigger and bigger in India and hideously running in Canada too through agent provocateurs.

    How there is a jump in use of language. Wow, I'm not surprised. Even if you are agnostic, you should be wise enough to quote all forms and religions when speaking terrorism from religious point of view. BTW you're doing harm to your camouflaged image by 'exposing' yourself with your comments.

Notice how the author just mentions Parmar's name as the only issue with the parade and adds " died in Indian police custody" for good measure, hoping to get some sympathies for the so called handful of "naive, not radical" supporters. Maybe the author missed the folks supporting ISYF t-shirts, a group banned in Canada. Maybe those folks were naive too, they didn't realize what that stood for. Premier Gordon Campbell refused to attend as well… hmm… wonder why.

    I would like to echo the views expressed by Tarek Fateh in the concluding part of the article:

    "These guys have figured out Canadian politics," he said. "It takes one guy with an exotic-looking dress, a big beard or a huge headdress to say, 'Mr. member of Parliament, we will work to defeat you, or we will deliver you 10,000 votes.'

    Canadian politicians do not realize that the struggle for Khalistan was extremely violent and that it has no support in India, Fatah said.

    "Why would somebody come to this country and want unity of Canada but the breakup of India? Does any politician have the guts to ask these Khalistanis, 'What is it that you are looking for that you didn't find in the bloodbath of 1947, when India was first divided?'"

    Did you not read the sensible post by @RSV which said that the situation in Punjab was a shade of gray. If you are against the concept of terrorism, why are you bantering using the word "Sikh" along with "terrorists" – the initial analytical insight you showed is now evaporating. Disappointed that you are turning into a troll. Sikhs suffered more than the Hindus in every aspect during the dark decades, and that too from the hands of Sikhs. And you totally did not bring up the mercenaries, land mafia, caste conflicts, neighborhood thugs, state etc who used the cover of "terrorist" for their actions. There is no religious basis in Sikh scriptures to inflict violence on other religions (I wrongly assumed that you know) and thousands of Sikhs had half Hindu extended families.

    Violence for political or economic gain continues to be perpetrated today globally by individuals and organizations. The word "terrorist" is used by the state media to turn public opinion against the opposite party, anarchists, guerrilas, rebels, murderers etc. But that is a different discussion. For now stop playing the Hindu-Sikh card for the benefit of future readers who may chance upon this blog for information. Talk about something positive if you can.

    Did you not read the sensible post by @RSV which said that the situation in Punjab was a shade of gray. If you are against the concept of terrorism, why are you bantering using the word "Sikh" along with "terrorists" – the initial analytical insight you showed is now evaporating. Disappointed that you are turning into a troll. Sikhs suffered more than the Hindus in every aspect during the dark decades, and that too from the hands of Sikhs.     In 2002, post Godhra riots, a Bengali researcher of mine went to Gujarat to get some information for his PhD thesis on communal violence. After 15 days, he returned in an awful state of mind, so much so that he shelved his PhD plans and left India within a month. Interestingly, what he said informally was corroborated by Tehelka in 7 years later – systematic planning against Muslim neighborhoods, role of land mafia, hiring of paid contract rioters and killers from UP and Bihar, political unrest to strengthen the vote back. That it could happen in 21st century India, flummoxed him.

    But this is a standard operating model and has been used against Christians, Sikhs, Muslims, dalits, ramdasias etc in India and various other ethnicities abroad.

Now I know a lot of our conspiracy theorists will say things like "The article's writer must be an Indian government agent", "Evidence against Parmar was planted by Indian government agents", etc…but we seem to blame "Indian Agents" for everything from political trouble in our Gurdwaras to spoiled milk in the langar hall. I'm sick of the baseless excuses so many Sikhs make to give the impression that our community has no demons of its own.

    As far as extremism in Canada goes, I would say that it may not be "alive and well", but it certainly lurks. You only have to look at those who support the likes of Babbar Khalsa (declared a terrorist organization by most Western countries) and its founders like Ajaib Singh Bagri (who advocated the killing of 50,000 Hindus).

    It's a shame that we refuse to come to terms with our own evils.

    Thanks for the interesting article.

    The REAL issue for majority of Sikhs in Canada is not the influence of extremists – it is whether they can protect their kids against gangs and drugs. I have heard about many sikh families distancing themselves from other Sikhs not because they had extremist connections (a tea-cup discussion in the gurudwara walkways) but because they want to protect their kids from other Sikh kids. Gang wars and drugs will write the next chapter of Sikhism in Canada.

    The REAL issue for majority of Sikhs in Canada is not the influence of extremists – it is whether they can protect their kids against gangs and drugs. I have heard about many sikh families distancing themselves from other Sikhs not because they had extremist connections (a tea-cup discussion in the gurudwara walkways) but because they want to protect their kids from other Sikh kids. Gang wars and drugs will write the next chapter of Sikhism in Canada.

In the old days you used to have to pay a penny to see them in the freak show. These days, what with 'care i the community' they live among us and communicate with us on the internet.
    Ujjal Dosanjh, is not only my pendu, but he is a restidar. I can quite categoricaly state that he is now and has always been an athiest communist….deeply mistrstful and hatefull of all religions….especially Sikhism. A man totally devoid of honour though. When it suited him……i.e to get votes to further his career…he used the 'sikh' card to great effect. When he no longer had any use for it though….he didn't just discard it…he threw it down, spat on it , broke its legs and called the police filing a false complaint.
